Yes, admin users can set the default layout of meeting invitations as well as enable internal attendees to modify the default settings. 

To do this navigate to the ‘MEETING INVITATION’ section of the global setup page.

Here you can set a default meeting title and external facing agenda. 

Within this section, you are also able to enable modification access for internal attendees and determine whether to include the external-facing agenda and the form responses from external attendees within the meeting invitations generated in the Outlook/Gmail calendars of attendees.

Please note that admins always have the authority to overwrite the invitation title and external-facing agenda, regardless of the settings chosen by the organizer of the global event.
